SANTA CRUZ — A transient woman was arrested Wednesday after allegedly dragging an 11-year-old boy through the streets of Santa Cruz Wednesday morning.

Shelly Minson, 46, of Modesto, was charged with kidnapping and false imprisonment, both felonies. Minson was also charged with misdemeanor cruelty to a child. She was booked into Santa Cruz County Jail in lieu of $100,000 bail, jail records showed.

Minson has an extensive criminal record in Santa Cruz County, with nine criminal cases dating back to April 2017. These include possession of a controlled substance and drug paraphernalia, battery, trespassing, shoplifting and arson.

She was released from jail on March 25, where she was in custody for exhibiting a deadly weapon and using offensive words.

The kidnapping and false imprisonment charges are Minson’s first felonies.
